Final Drawing Details

The East Peoria Community Foundation is getting excited to announce the winner of an amazing 70th Anniversary Limited-Edition 2023 Corvette raffle to benefit Levee Park in East Peoria’s Levee District. The live drawing will take place on Friday, March 17 at the East Peoria, Illinois, Civic Complex at 5:00 p.m. The Civic Complex is located between Washington and Richland Streets in the building housing City Hall and the Fondulac District Library. East Peoria Mayor John Kahl will draw the winning ticket. Ticket owners and the public are invited to attend.

We'd like to thank you for purchasing or being "gifted" a raffle ticket! You do not have to be present on March 17 to win. The winner will be announced by name and raffle ticket number during the public drawing. If you win, we will contact you. All raffle tickets have been sold, raising $250,000 to help build Levee Park. Tickets became available November 11, 2022. With 27 days left in the Corvette raffle, tickets sold out February 17, 2023.

Keep in mind that the income taxes on the 70th Anniversary Limited-Edition 2023 Corvette are the responsibility of the winner. The federal and state government require that taxes on prizes valued greater than $5,000 must be paid prior to acceptance and before the East Peoria Community Foundation can release the prize to the winner. Those required income taxes are based on the value of the prize and will be computed at the federal income tax of 24% and state income tax of 4.95%. The winner will also be responsible for all applicable sales taxes, license and title expenses, and vehicle transportation from East Peoria, Illinois.

The East Peoria Community Foundation realizes the income tax amounts may prevent some potential winners from being able to accept the Corvette and therefore has agreed to fund a cash award equal to the MSRP (manufacturer's suggested retail price) of $90,980 as an alternate prize at the winner’s discretion. Income tax requirements will also apply to the alternate cash prize and will be withheld prior to payment to the winner. The winner is encouraged to consult a tax professional.

How much are tickets?

Tickets are $100 each.

Is my raffle ticket purchase amount tax deductible?

No. Raffles are a classic fund-raiser for charities and schools. Buying a ticket lets you help your community, but it doesn't help you claim a deduction for a charitable donation. The IRS classes money spent on raffles and lotteries as "contributions from which you benefit" and therefore it is generally not deductible. We suggest that you consult with your tax preparer for clarification.

I did not receive the email containing my raffle certificate number. What should I do?

If you have not received an email containing your raffle ticket number, please check your spam and junk mail folders. If you are unable to locate the email, please let us know. We will send you a copy of your original email confirmation. If I win the $2,500 Early Bird prize, can I also win the 70th Anniversary Limited-Edition 2023 Corvette?

Yes! All ticket purchasers, including the Early Bird prize winner, have an equal chance of winning the 70th Anniversary Limited-Edition 2023 Corvette.

How many raffle tickets will be issued for the 70th Anniversary Limited-Edition 2023 Corvette?

No more than 2,500 tickets will be sold. If all tickets are sold, the chance of winning with one ticket is 1 out of 2,500. The chances of winning are based on the number of tickets sold. If fewer tickets are sold, the chances of winning improve. All tickets have an equal chance to win.

How many raffle tickets can I buy?

As long as the raffle is not sold out, you may purchase up to 100 raffle tickets. The more you buy, the better chance you have of winning.

Do I have to be present to win?

No, you do not have to be present to win. Winners will be announced by name and raffle ticket number during the public drawing. If you win, we will contact you.

How do I know if I won?

We will call you on the day of the raffle ticket drawing. We will also notify you in writing by sending a Winner Notification Agreement (“WNA”) by secure electronic communication or certified U.S. mail, return receipt requested, to the email and/or mailing address provided by the ticket purchaser. Each winner must accept the prize, “as is,” by signing and returning the WNA within ten (10) days of notification.

Do you accept entries from outside the United States?

Yes, but only for residents of the United States. The giveaway is void where prohibited by law. You should consult your local authorities to determine the rules for your specific location.

What is the Security Code and why is it required when I enter my credit card information?

The Security Code is a three- or four-digit code that provides an extra measure of security against credit card fraud. It is required for non-face-to-face transactions such as on the internet. This code is printed on the back of your credit card following the full account number, near the signature panel.

I am trying to enter my check online. Why do you need a Routing Number? What is the Routing Number?

The routing number directs your electronic check through the automated clearing house (ACH) to the correct banking institution. All routing numbers are nine numbers. The first nine numbers in the lower, left-hand part of your check after the MICR character is your routing number. Be sure to exclude any preceding MICR characters when determining your routing number. Following your routing number, the next set of numbers, up until the next MICR character, is your account number. The number following the MICR character at the end of the account number should match your check number.

When is the Prize Drawing and When is The Last Day to Buy Chances/Tickets?

The winning chance/ticket for the $2,500 Early Bird prize will be selected by a random drawing on December 23, 2022, and will include all chances/tickets purchased through 12:00 midnight on December 22, 2022. The winning chance/ticket for the 70th Anniversary Limited Edition 2023 Corvette will be selected by a random drawing on March 17, 2023, and will include all chances/tickets purchased through 12:00 midnight on March 16, 2023.

Are my tickets transferable?

No, you cannot transfer ownership of your ticket to someone else. However, you can obtain tickets as gifts for others. Your gift of the raffle ticket is irrevocable. If that raffle number is drawn, the person to whom you have made the gift of the winning ticket, and not you, will be the recipient of the prize. A chance/ticket should not be gifted to a person who is not at least 18 years old or the age of majority in the jurisdiction where that person resides, whichever is older. No one who has received a chance/ticket as a gift is eligible to win a prize unless that person is a resident of the United States and at least 18 years old or the age of majority in the jurisdiction where that person resides, whichever is older. A ticket/chance held by someone who is ineligible to win a prize is void and another chance/ticket will be drawn.

Am I eligible to enter the Win Your Corvette raffle?

100% of your raffle ticket price goes to the East Peoria Community Foundation, a 501(C)3 organization, to help build Levee Park. The Corvette sponsor, Uftring Chevrolet, donated the 70th Anniversary Limited-Edition 2023 Corvette to the Foundation.

Terms and Conditions

Your purchase of one or more chances for the raffle confirms your understanding of, and agreement with, the terms and conditions set forth here. In the event of a dispute, the reasonable interpretation and determination by the Board of the East Peoria Community Foundation (the Foundation), the raffle licensee, is final and binding. This raffle is void where prohibited by law. The raffle is subject to all applicable federal, state, and local laws, ordinances, and regulations. Any and all applicable federal, state, and local taxes and all fees and expenses related to winning a prize are the sole responsibility of the winner.

To be eligible to purchase a chance/ticket and win a prize, the person must be at least 18 years old or the age of the majority in the jurisdiction where that person resides, whichever is older. The person must be a resident of the United States.

If you purchase a raffle ticket, you cannot transfer ownership of that ticket to another person. You can purchase a raffle ticket as a gift for someone else. Your gift of the raffle ticket is irrevocable. If that raffle number is drawn, the person to whom you have made the gift of the winning ticket, and not you, will be the recipient of the prize. If your gifted ticket is drawn, you may be required to confirm that you made a gift of that winning ticket. The following persons and their immediate family members (as defined below) living in the same household are ineligible:

  1. Officers, directors, and employees of the East Peoria Community Foundation.
  2. Officers and executive level employees of Uftring Auto Group or any of its affiliate companies.
  3. Owners, executives, and all employees of AdCo.

As used herein, “immediate family members” means any spouse, parent, grandparent, brother, sister, children, or grandchildren living in the same household; “step” and "in-law" relations are also covered by this definition. Any person who has been declared the legal guardian of a person deemed ineligible in the preceding sentence is also ineligible.

A chance/ticket purchased by an ineligible person is void and cannot be a winning chance/ticket. No refunds will be made to an ineligible purchaser. The Board of the East Peoria Community Foundation reserves the right to verify the eligibility of winners.

Each chance costs $100. No more than 2,500 chances will be sold. Chances/tickets will only be sold by online debit or credit card transactions or online ACH-cleared electronic checks. All sales of chances/tickets are final, and no refunds will be made, except at the sole and absolute discretion of the Board of the East Peoria Community Foundation. All required information must be provided to be eligible to enter and win. Incomplete, illegible, corrupted, or untimely entries are void. A chance/ticket issued in exchange for a check returned for insufficient funds or other reason or for a credit/debit card charge that was declined, invalid, stolen, or unauthorized is void and cannot be a winning chance/ticket.

The winning chance/ticket for the $2,500 Early Bird prize will be selected by a random drawing on December 23, 2022, and will include all chances/tickets purchased through 12:00 midnight on December 22, 2022. The winning chance/ticket for the 70th Anniversary Limited Edition 2023 Corvette will be selected by a random drawing on March 17, 2023, and will include all chances/tickets purchased through 12:00 midnight on March 16, 2023. The date of the raffle drawing is subject to all laws, regulations and Acts of God that would render the drawing illegal, unreasonable, or impractical. The name of potential winners of the prizes will be selected in a random drawing from all eligible raffle chances/tickets. Chance/ticket purchasers need not be present to win. Each prize will be awarded to only one winner. The winner of the Early Bird Prize Drawing is also eligible for the 70th Anniversary Limited-Edition 2023 Corvette.

Each winner will be notified by email or certified U.S. mail, return receipt requested, to the email and/or mailing address provided by the purchaser. Each winner must accept the prize within ten (10) days after the date the winner receives notice. If a winner cannot be contacted by certified mail or email, fails to accept the prize, is disqualified for any reason, the prize is forfeited, and no substitute or alternative prize will be provided to that individual. A forfeited prize may be awarded to an alternate winner selected by random drawing. All questions relating to the timeliness and adequacy of the acceptance of the prize shall be determined at the sole and absolute discretion of the Board of the East Peoria Community Foundation. Acceptance of the prize constitutes permission for the Board of the East Peoria Community Foundation or for Uftring Auto Group to use the winner’s name, picture, video image, and relevant quotes, including any social media outlet deemed reasonable by the Foundation or Uftring Auto Group, to promote the mission of the East Peoria Community Foundation or the interests of Uftring Auto Group.

The East Peoria Community Foundation realizes the Federal tax withholding requirement may prevent some potential winners from being able to accept the Corvette and therefore has agreed to fund a cash award equal to the MSRP (manufacturer's suggested retail price) of the 70th Anniversary Limited-Edition 2023 Corvette as an alternative prize at the winner’s discretion. This winner will be responsible for reporting the value of the MSRP as Federal income received during the tax year 2023.

ALL POTENTIAL WINNERS ARE SUBJECT TO VERIFICATION BY THE BOARD OF THE EAST PEORIA COMMUNITY FOUNDATION, WHOSE DECISIONS ARE FINAL AND BINDING IN ALL MATTERS RELATED TO THE RAFFLE. AN ENTRANT IS NOT A WINNER OF ANY PRIZE UNLESS AND UNTIL ENTRANT’S ELIGIBILITY HAS BEEN VERIFIED AND ENTRANT HAS BEEN NOTIFIED THAT VERIFICATION IS COMPLETE.

EACH WINNER HEREBY RELEASES AND HOLDS HARMLESS THE EAST PEORIA COMMUNITY FOUNDATION AND ITS BOARD, OFFICERS, AND MEMBERS WITH RESPECT TO ANY CLAIMS RELATED TO THE RAFFLE. A RAFFLE ENTRANT’S SOLE AND EXCLUSIVE REMEDY FOR ANY BREACH OF DUTY OR CONDUCT RELATED TO THE RAFFLE SHALL BE LIMITED TO THE RETURN OF THE PURCHASE PRICE PAID FOR HIS OR HER RAFFLE CHANCES.

IF, FOR ANY REASON, THE RAFFLE IS SUBJECTED TO INFECTION BY COMPUTER VIRUS OR BUGS, TAMPERING, UNAUTHORIZED INTERVENTION, FRAUD OR SUSPECTED FRAUD, TECHNICAL FAILURE, OR ANY OTHER CAUSES WHICH CALL INTO QUESTION THE FAIRNESS OR LEGALITY OF THE RAFFLE, THE BOARD OF THE EAST PEORIA COMMUNITY FOUNDATION MAY, IN ITS SOLE DISCRETION, VOID ANY SUSPECT ENTRIES AND (A) CANCEL OR TERMINATE THE RAFFLE (OR ANY PORTION THEREOF); (B) MODIFY THE RAFFLE OR SUSPEND THE RAFFLE AND THEN RESUME THE RAFFLE IN THE SPIRIT OF THESE TERMS AND CONDITIONS; AND/OR (C) AWARD THE PRIZE FROM AMONG THE ELIGIBLE, NON-SUSPECT ENTRIES RECEIVED UP TO THE TIME OF IMPAIRMENT.

East Peoria Community Foundation (EPCF) or (Foundation) was established in 2014 with a goal of becoming a non-profit resource for developing amenities within the East Peoria community. Donations can be made to the Foundation and designated for specific causes or for general community-related projects. The Foundation is independent of traditional city services and is governed by a Board of Directors. This Privacy Notice explains how information is collected, used, and disclosed from or about you.

Donation or Purchase Information. When you donate, register, or purchase items from the EPCF Website (Site), we collect personal information you provide, such as your name, address, telephone number, email address, shipping address, transaction history, and payment information.
